When you don't hear back from a prospective client it can mean a bunch of things such as they don't have an update for you, the project has been delayed, it is no longer a priority, their has been a change in leadership, they have decided to use another vendor, etc. When you are able to reach them, listen to their rationale, insights and feedback as they can help strengthen your sales process, your approach and your offering.
